If not, some customers would use a declarative sentence instead that they've not yet received their change, not out of ill will but loss of memory. Being that short term memory is already processing 3 things; conversing, deciding, estimating, that the 4th, receiving the change, did not made it to be processed into long term memory. Either or, you or they become bitter that such an insignificant short moment can turn your positive conversations and transaction the other way around.
